 Bell County Flood Risk Management Project

AUTHORIZATION: Section 202 of the Energy and Water Development Act of 1981 (PL 96-367).

TYPE OF PROJECT: Flood Risk Management

LOCATION: Bell County, KY

CONGRESSIONAL INTEREST: Rogers (KY-05), McConnell (KY), Rand (KY)

NON-FEDERAL SPONSOR: Bell County, KY

 

BACKGROUND:  Bell County has suffered repeatedly from damaging floods, especially from the April 1977 flood of record. This study is an in-depth investigation of alternative measures to reduce flood damages to structures likely to be impacted by a recurrence of the April 1977 flood event along streams within Bell County, which have not previously been addressed through specific projects, such as Pineville and Middlesboro.

A draft Detailed Project Report (DPR) has been prepared and was nearing approval by the Corps when lack of funding forced the project to be stopped. In FY2019, the study was re-stared to update and complete the DPR.

IMPORTANCE: If no action is taken, there will be significant future flood damages.

STATUS: The project is in Feasibility Phase.

*Feasibility Phase is federally funded. After the Project Partnership Agreement is signed the Bell County will be responsible to retroactively share 5% of study costs.

 

SCHEDULE:

FY2021 Completed Work:  Structure database inventory, hydraulic modeling, gross appraisals have been completed.

FY2022 Scheduled Work:  Complete economic analysis and submit draft DPR for review and approval.

  • Submit the Draft Report for Concurrent Reviews - March 15, 2022.
    • Public Review – April 14 – May 11, 2022.
    • Agency Technical Review – March 16 – May 20, 2022.
    • Division/Headquarters Review – March 15 – May 17, 2022.
  • Report Approval – May 27, 2022
