District’s of the U.S. Army Corps of Engineers. We’re happy to have this

If you have a water resource problem and you are a non-federal government or
organization, we have a variety of programs to serve you. The three things
the Corps must have to initiate a study or project are an applicable legal
authority, a willing non-federal sponsor, and funding. Funding can be
federal, non-federal, or some combination thereof depending on the authority
the study or project falls under.
