 Mill Creek Feasibility Study

AUTHORIZATION: Section 205, 1948 Flood Control Act, (PL 80-858), as amended.

TYPE OF PROJECT: Flood Risk Management Project.

LOCATION: Mill Creek drains southeastern Davidson County and northeastern Williamson County. It originates two miles south of Nolensville and flows northward to its confluence with the Cumberland River, just four miles upstream of downtown Nashville. The watershed is 108 square miles with 72 in Davidson County and 36 in Williamson County.

BACKGROUND:

  • Sevenmile Creek (Mill Creek tributary) is in Construction General business line, funded by the July 2018 Emergency Supplemental Response bill (LDRIP).
  • Mill Creek was moved to the CAP program for implementation, post-Congressional Authorization in 2017.

 

IMPORTANCE:  Mill Creek was severely flooded during the record May 2010 flood events, as hundreds of homes and businesses were left damaged in the wake of the flood, in addition to two flood related fatalities. The prior flood of record, May 1979, also resulted in two fatalities. There have been four major flood events in Mill Creek since 1979. Recently March 2021. Hundreds of properties in the watershed endure systemic flood damages.

 

STATUS:  The Mill Creek segment of the project includes the buyout or elevation of 44 residences along with the Briley bridge and channel modification project for the middle reach of Mill Creek.

The 2016 Water Infrastructure Improvements for the Nation (WIIN) Act authorized the Sevenmile Creek project for construction and directed LRN to implement the Mill Creek Main Stem portion of the project in the CAP Section 205 program. After receiving funds for FY 19; the City of Nashville and USACE executed a PPA amendment for Mill Creek in 2019. Group 1 and 2 home buyouts are complete. Group 3 acquisitions are ongoing. To date 18 property closings have occurred on flood-prone properties.
